The S.C. Budget and Control Board’s Office of Human Resources (OHR) offers state agencies and agency governing boards professional recruitment and selection services for agency head and senior-level management positions.

OHR’s Strength: State Government Experience

Our recruitment consultants have years of experience in state government, and
they understand the qualities senior-level leaders need to meet your agency’s
unique mission and challenges. We strive to achieve long-term placements by
devoting meticulous attention not only to the managerial skills required for
the position, but also to the professional and personal fit between the
organization and the candidate.

OHR screens candidates based on the agency’s profile of preferred
characteristics, skills, knowledge, technical expertise, experience, and
leadership abilities. Our role is to assist and facilitate the search process.

OHR’s recruitment consultants can handle all of the time-consuming details
associated with filling executive-level positions, from developing the
candidate profile to coordinating the hiring and approval process through the
Budget and Control Board and the Agency Head Salary Commission. Or you can
choose only the services you need. OHR customizes each search to the
specific needs of the agency and position.


Our Executive Search services include:

  • Assisting with writing the vacancy announcement to coordinate with desired
    competencies.

  • Coordinating advertising and making ad placement recommendations.

  • Recruiting qualified applicants.

  • Screening applications to determine if each candidate meets or exceeds the
    hiring criteria.

  • Developing an appropriate selection format.

  • Helping the search committee select candidates to be interviewed.

  • Providing guidance on interviewing techniques.

  • Conducting a comprehensive background investigation of the selected
    candidates, including reference checks, verification of credentials, criminal
    record check, consumer credit report, and driving record.

  • Coordinating travel, lodging, and other activities for the

  • Coordinating the review by the Agency Head Salary Commission (hiring above
    the minimum salary level). No fee for this service.

  • Assisting with documentation for EEO reports, Freedom of Information, and
    other requirements.

  • Providing relocation information to the selected candidate and job referral
    assistance for the spouse, if needed.

    Each agency’s search is customized to provide the specific services needed. We
    charge a minimal fee, based on the range of services provided. Our fee is
    extremely competitive and substantially less than the private-sector standard
    of 30 to 40 percent of the first year’s salary. The agency is responsible for
    any expenses incurred for advertising, travel, and lodging.
