Since the agency funds the candidates' participation in the CPM program, selection decisions should be based on a combination of the candidates' demonstrated performance and potential, their level of interest and commitment to the CPM program, as well as the potential mutual benefits to the candidates and the agency. Candidates must be nominated by their agency leadership and applications signed by either an agency director or deputy director. Notice will be sent to agencies to solicit nomination for the 2011 class in the first quarter of 2009.
